Why does it matter which tags load before consent?
Under GDPR and the ePrivacy rules enforced by the CNIL and other regulators, marketing and analytics cookies require prior consent. A tag that fires on page load, before the visitor answers the banner, can set cookies without a legal basis.
How do you know a tag waits for consent?
We load your page in a real browser and never touch the banner. Anything that fires a network hit or sets a tracking cookie in that state is acting before consent. Google tags running under Consent Mode with denied defaults are treated as covered, since their pings are cookieless.
Is this a legal compliance verdict?
No. It is a technical scan of one page, and a strong first signal. Behaviour on other pages, after login or on user actions needs a full audit, which is what the Tag Insight platform does continuously.
